Is there such thing as Math Learning Disability - leading a college student who has demonstrated?

to receive good grades in every other coursework. In addition, he is bipolar, suffrers from severe anxiety disorders. He is an extremely bright intelligent person however has a math disability. I heard that there are psychologists out there who can somehow tlel the university that the child has this disability and as such, this would be the best you would expect from him/her. I.E. the person does their best, and may not require a D for passing.
