My 3 week old puppy isnt nursing off his mother or the bottle, what should i do?

he will be 3 weeks this sunday, he's not nursing off his mother or the bottle, its been over 24hrs and he's only puking the milk back up, i"ve tried every way I could possibly to get him to nurse and nothing is working. is there something else i could try or should i take him to the vet?
