ATM – a service to Public or harassment to Public?

There are many ATM centers of SBI, where either ATM is closed with the display of signboard or no money for withdrawal. It is in Guwahati of Dispur Center. There is no body there for the service of the people. Machines are there with flashing light. Even machines might be destroyed out of grievances as it is not giving money. Is it the best service of number one Bank of India-SBI?
