Egypt: Translate El 7abel bel Nabel?

I was passing by the Alex court room and i saw this crowd which I knew that they were demonstrating against the police bcz they are families of those killed by police officers during January events. Now I was wondering... some of those people who were killed were really innocent people and some were seya3 we 7arameya we baltageya... now how can we deal with this situation? can u blame a police officer for killing shwayet 7arameya we seya3 trying to break into the station by force and steal the weapons?
